The only one of the 27 Republican governors who did not sign the letter was Vermont Governor Phil Scott. Despite being a long-time member of the RGA, Scott has a history of not having his name attached to many of their letters.

The letter was sent a day after several GOP governors had dinner with Trump at his Mar-a-Lago club in Palm Beach, Florida.
