“It feels great to be back home,” Barnes told Burnley's website.
He added: “Burnley have been a big part of my life for over a decade, and I can't wait to pull on the red shirt again.”
Barnes has scored 80 Premier League goals for the Lancashire club, with his best season coming in 2018-19 when he scored 12 goals.
His long-time Clarets strike partner, Chris Wood, has had a renaissance at Nottingham Forest this season, scoring 11 goals by Christmas.
Burnley faces rival Blackburn Rovers in the early start of the match on Saturday, and could be equal on points with leaders Leeds with a victory.
Ben Napper, Norwich sporting director, said: “Ashley leaves with our best wishes, and we thank him for his contributions over the last 18 months.”
