President Biden He issued five more pardons on Sunday on his last full day in office, including to political activist and black nationalist Marcus Garvey.
Biden said in a statement: “America is a country built on the promise of second chances.” “As President, I have used the power of clemency to make that promise a reality by issuing more individual pardons and commutations than any other president in the history of the United States. Today, I exercise the power of clemency to pardon 5 individuals and commute the sentences of 2 individuals.” Demonstrating remorse, rehabilitation and redemption, each of the clemency recipients has made significant contributions to the betterment of their communities.

In addition to Garvey, clemency recipients include Marcus Mosiah Garvey, Ravidath “Ravi” Rajbir, Don Leonard Scott Jr. and Kemba Smith Pradia. Garvey was pardoned posthumously.
