In the office of Assistant Attorney General Erin Reagan (Bridget Moynahan) and her co-workers are surprised to receive a threatening video clip from a masked man in which he says that the New York gangs are united and are ready to continue killing officials and officers unless some prisoners are released.

Everyone soon realizes that their cases are all linked to the gang Ace Double Tres (ADT) and Carlos Ramirez (Manny Perez) In the midst of chaos.
