Acting Director of the Office of Personnel Management, Charles Ezell, sent a memorandum to the heads of departments and agencies and acting department heads Tuesday evening directing them, no later than 5:00 p.m. on Wednesday, January 22, to:
- Send an agency-wide notice to employees informing them of the closure and ask employees if they know of any efforts to hide these programs using coded or inaccurate language.
- Send notice to all DEIA office employees that they will be placed on paid administrative leave effective immediately as the agency takes steps to close/terminate all DEIA initiatives, offices, and programs.
- Remove all external media (websites, social media accounts, etc.) of DEIA offices.
- Withdrawal of any final or pending documents, directives, orders, materials, and equity plans issued by the agency in response to Executive Order 14035, now rescinded, on Diversity, Equity, Inclusion, and Accessibility (DEIA) in the Federal Workforce (June 25, 2021). .
- Cancel any DEIA-related trainings, and terminate any DEIA-related contractors.
The memo also directed agency and department heads, by 12:00 noon Thursday, to share with OPM:
- Complete list of DEIA offices and any employees working in those offices as of November 5, 2024.
- Complete list of all DEIA-related agency contracts as of November 5, 2024.
- Any agency plans to fully comply with the above Executive Orders and this memorandum.
By Friday at 5 p.m., agency heads must submit the following to OPM:
- A written plan to implement a reduction in force action with respect to employees who work in the DEIA office.
- A list of all contract descriptions or employee position descriptions that have been changed since November 5, 2024 to obscure their connection to DEIA programs.

The memo comes after President Trump signed an executive order eliminating all DEI programs from the federal government.
The president also signed an order making it “the official policy of the United States government to recognize only two sexes: male and female.”
